13 Oct Restoration Handoff
A capsule house utility restoration handoff connects the shutdown record with authorized verification, restored scope, remaining restrictions and the teams receiving the updated operating status. It prevents elapsed time or equipment appearance from being treated as proof of restoration.
The handoff is not an energization, commissioning, isolation-removal or safe-work instruction. Approved procedures, utility providers and qualified personnel determine technical restoration and release.
Reference the Shutdown Event
Record the shutdown identifier, affected service, units or zones, original authority and current source records. Separate fully restored areas from services that remain restricted, provisional or unverified.
Build the Restoration Handoff
| Field | Record | Control question |
|---|---|---|
| Scope | Service, unit and restored function | Is scope explicit? |
| Verification | Authorized source, record and time | Is technical verification traceable? |
| Restrictions | Remaining limits and owner | Are open controls visible? |
| Recipients | Facility, occupant and service contacts | Was receipt acknowledged? |
| Status | Restored, partial, provisional or held | Is authority recorded? |
Separate Restoration from Normal Use
A restored service does not automatically release every connected space or activity. Preserve separate room, equipment and occupancy decisions required by the operating plan.
Close Remaining Actions
Record follow-up checks, temporary controls and the next review. Withdraw obsolete shutdown notices only after the current restoration status reaches all required recipients.
Use the shutdown notice register for interruption communications and the commissioning evidence register for technical records. To discuss utility workflow, contact Rovellc.
