08 Oct Utility Access Clearance
A capsule house utility access clearance register links each service point with its approved location, access reference, observable condition and open restriction. It helps facility staff identify where access has changed without asking them to judge technical compliance.
The register does not define electrical, plumbing, fire or safe-working distances. Approved design documents, local requirements, utility providers and qualified personnel determine the required clearance and access controls.
Reference the Approved Access Requirement
Record the service point identifier, system, unit, drawing or schedule revision and responsible owner. If the requirement is not verified, mark it open for qualified review rather than inventing a dimension.
Record Observable Conditions
| Field | Record | Control question |
|---|---|---|
| Point | Service, asset label and location | Is the correct point identified? |
| Reference | Approved drawing or provider requirement | Is the revision current? |
| Observation | Visible obstruction, surface or route change | Is diagnosis avoided? |
| Restriction | Access control and responsible role | Is unintended access prevented? |
| Verification | Reviewer, date, status and evidence | Is release authorized? |
Separate Observation from Approval
A clear-looking route does not prove compliance or safe access. Facility staff should record facts and route exceptions to the named qualified reviewer. Do not move guards, panels or equipment unless the approved work process authorizes it.
Recheck After Site Change
Reopen affected entries after landscaping, storage, construction, utility work or unit relocation. Preserve previous evidence and confirm that updated records reach the operations team.
Use the utility isolation label register and utility meter register for related identification. To discuss utilities and configuration, contact Rovellc.
