A capsule house storm inspection should begin as an access-control and observation task, not as an improvised technical diagnosis. Control the Area Before Observing
Confirm that the weather event has passed according to the site’s approved procedure and that emergency restrictions allow access. Keep people away from standing water, unstable ground, fallen lines, loose materials and visibly displaced components. If safe access is uncertain, stop and escalate without approaching the unit.

Preserve Time, Position and Evidence
Record the observer, date, local time, weather context and exact observation position. Photographs should show an overview and a closer view only when they can be taken safely. Label images without stating an unverified cause. Compare with earlier condition records when available, but do not infer that an unchanged photograph proves hidden systems are unaffected.
Separate Observation from Release
A completed log does not release the unit for occupation. Name the role that can lift each restriction and the evidence that role requires.
