Capsule house utility commissioning should leave a controlled evidence trail for every system placed into operation. The project team needs to know what was inspected or tested, which approved requirement applied, who performed and reviewed the work, what exceptions remain, and where the final record is stored.
This register is a coordination tool, not a technical procedure. Test methods, acceptance criteria, authority inspections and authorization to energize or operate must come from the approved project documents, utility providers, applicable requirements and competent local professionals.
Define the Commissioning Boundary
Start by listing each interface included in the actual project: electrical supply, water, wastewater, drainage, data or communications, fuel or other services where applicable. Separate the capsule-house interface from site distribution, external equipment and provider infrastructure.
The utility connection responsibility matrix can identify who supplies product information, designs site work, installs each connection and coordinates approvals. Commissioning records should follow that same responsibility split rather than create a new one after installation.
Link Every Check to Controlled Information
For each inspection or test, record the relevant system, unit or area, drawing or specification reference, revision, required witness or review party, and planned stage. An unlabelled result is difficult to use if nobody can tell which configuration or requirement it represents.
Use only current approved information. If the installed condition differs, record the difference and route it through the project’s change process before accepting the result. Do not treat a successful test as automatic acceptance of an undocumented design change.

Control Witnesses, Results and Exceptions
State in advance which checks require a contractor record, designer review, provider attendance, authority inspection or owner witness. Record actual attendance and signatures or references where required by the project. A blank signature box should not be interpreted as approval.
Capture factual results in the approved format. If a check cannot be completed, identify the reason, temporary operating restriction and next action. Keep failed, incomplete and superseded records traceable; replacing them silently removes the history needed to understand closure.
Coordinate Safe Release
Commissioning activities may involve energized equipment, pressure, moving water, sanitation risks or restricted areas. Only authorized competent people should perform the work, and the project should define isolation, access and emergency controls. This article does not provide a safe work method.
Do not open a unit for normal operation because one utility result is available. Confirm that dependencies, local approvals, outstanding work and operational controls have been reviewed by the responsible parties. The capsule house installation guide provides broader sequence context.
Close the Record at Handover
Reconcile planned checks against completed evidence. Link final results to as-built drawings, equipment or interface identities, operating instructions, isolation information, maintenance requirements and open-item records. Give the operator a controlled index instead of an unstructured folder of attachments.
